The Hungarian Government adopted a new law at the end of 2023 (Law XC of 2023) that allows third-country nationals to invest a minimum of EUR 250,000 for a minimum period of 5 years and receive a 10-year residence permit in exchange, which can be renewed once for another 10 years.
There are 2 different options:
a, Investing EUR 250,000 into a government approved real estate investment fund, or
b, EUR 1,000,000 non-refundable donation into a university fund.

- The right to reside in Hungary: Investors and their family members can reside in Hungary and spend an unlimited amount of time in the country.
- Right to work and study: Residence permit holders can work and establish business(es) without additional permits. Children have the right to attend public schools under the same conditions as Hungarian nationals.
- Right to move freely: Hungarian residence permit holders can travel visa-free within the Schengen zone and can spend up to 90 days every 180 days there.
Applicants whose citizenship does not allow them to enter Hungary visa-free (even if they have a valid Schengen visa) are required to apply for a guest investor visa first. The visa is valid for 6 months, and applicants required to apply for residence permit within 30 days from the moment of entering Hungary. Applicants whose nationality allows them to travel Hungary visa-free can apply for the residence permit directly after entering Hungary and completing the investment.
Investors and their family members receive the residence permit for 10 years. The permits can be renewed for additional 10 years if the investment is kept.
The spouse and under 18 children can receive residence permits together with the investor. Dependent parents, medically challenged siblings and adult children may also apply under special conditions.
For citizens of countries that do not have visa-free access to the EU: They must apply for a Guest Investor Visa which must be submitted in their home country/country of residence. After the guest investor visa is granted, the residence permit application must be submitted in Hungary either electronically or in person within 30 days after entering Hungary. Biometrics must be provided in person within 15 days after applying electronically. Those who apply in person the biometrics will be collected immediately.
For citizens of countries that have visa-free access: The residence permit applications must be submitted in Hungary either electronically or in person within 30 days after entering Hungary. Biometrics must be provided in person within 15 days after applying electronically. Those who apply in person should provide their biometrics at the same time.
The Office of Immigration strives to make a decision within 21 working days (if no additional documents are requested), and it takes about 4 weeks for the residence permit card to be ready. The agencies responsible for national security will check the background of the investor which we expect to take an extra 15 days. Realistically speaking we expect about a 3-month processing time. Family members can apply after the investor’s residence permit application is submitted.
There is no fast-track for permanent residence or citizenship within the program. However, if the residence permit-holders reside in Hungary more than 183 days per year, have social security, perform income-generating activities and pay taxes, they might be eligible for applying under certain conditions.
A Guest Investor Residency Permit holder will not become a tax-resident if spending less than 183 days in Hungary in a calendar year.

We recommend submitting a letter explaining the source of funds and attaching the documents, demonstrating that the investment amount was earned legally.
All copies should be certified as a true copy of the original by a lawyer/notary public.
3.4x4.5 cm color photo, 80% head + 20% shoulders, on white background, preferably in a contrasting (dark) outfit. The photo should be not older than 6 months.
